In 2002, the Psychiatric Hospital Lopača, near Rijeka, started admitting children with behavioral disorders. Soon, controversial stories about the treatment of children began to spread.
This public secret, weighing heavily on the city, is finally revealed in the painful testimonies of the former patients, their parents and the doctors of the Lopača hospital. Confronted by the shocking conformity of the hospital staff and the structures of the city government, film also gives the answer to the question who is the fourth monkey.
